Honestly to me it looks like you could strip down your original equipment bumper to the metal and add some D Rings.

That's exactly what I looks like to me! Just a bare/stripped down bumper...

I built this one for my buddy out of the original bumper and a winch plate. Didn't add d rings but could easy enough

How about just removing the bumper skins.. Here is a rental from Moab, where they just removed the bumper plastic skins.

That is what we just mentioned above, then add D rings.

Looks to me like those D rings bolt in where the hooks would be.

How about this one? The lightbar is not part of the bumper. It's a separate aftermarket part. Unfortunately, the mfg is Benchmark Designs. A bunch of members here had these specially made last year and it was a big, giant nightmare(https://www.jk-forum.com/forums/show...enchmark+sport). Benchmark still has them listed on their site in both a midwidth and a stubby w/o lights. I really like the bumper, but I would recommend that you have no dealings with Benchmark. I believe that there are guys here that never did end up getting their bumper or a refund. Maybe you could find someone local to fab up something similar.
