Do I need to prime it or can I just rough it up with sand paper and go?

Just spray away and hit it again in a few months.

Go with some acid etching primer followed by some heat resistant paint.

I've found that for mufflers, grill paint can work better than exhaust paint. I just did my muffler a few weeks ago. I sprayed it on with the exhaust still a bit warm and it worked very well.
