Default Evo rear D-rings for frame rails

I was just curious if anyone has tried to run this setup in Pennsylvania? They are badass but I'm not sure if they would be legal here. I have read the DMV laws but they could be taken any way ol' smokey chooses too. It simply states you must have a bumper, and it must be equal to or greater in strength than the OEM. It says nothing about not running a bumper cover. Roll pans seam to be ok here but they cover the frame rails, but are not as strong as OEM. I'm thinking I'll just have to ask around the local cops and see. Anyone know for sure?
