Sounds like a grounding problem or a bad connection

The Jeeps and all Chrysler vehicles need the harness that comes with most Hids. The relay pack will solve most of the issues. Now sometimes you have to add resistor packs. I know that some companies make specific Hid kits for Chrysler vehicles with the resistors in a plug and play harness. I found the guys at Hid Direct to be very knowledgable about them. They also have good pricing. You get what you pay for with Hids. I have $200 distribution cost Xenonworks Hid on my motorcycle for the past 4 years and they work great.

most likely its just in need of the harness. Mine did the same thing with the headlights. Get a harness and if that doesnt work you have bigger problems. That should solve it all though.

The 2010 and newer JKs have the new style 24W bulbs and pulse the voltage to the foglights. As others have posted you can either wire in a dedicated harness for the foglights using the factory wiring to trigger the relay OR try wiring in a small capacitor to filter out the flickering.
