What should I expect to spend on wheels/tires

I am thinking that I am going to go with some 33's on my 2013 JKU. At this point, I am going to hold off with a lift and the extra price of the 35's. Plus I have the stock 3.21 so I feel a bit more comfortable with a 33 tire.
I do a good deal of driving but also will be taking it offroad. I am going to be looking for (5) tire/rim packages with the TPMS installed as well....assuming the rims are probably 100 or 125 a pop (just looking for something black). I may also contemplate getting a leveling kit (possibly teraflex) for the front as well in the interim.
Just wondering what do you guys think should be a reasonable price for the tire/rim/tpms package I am looking at.

The biggest question is what size wheel are you looking to get? If you get a 15inch wheel it will significantly cheaper than a 17 inch wheel. Also will make the tire look bigger. Do you want steel or aluminum wheels? Beadlock or no beadlock? Need a bit more info before determining.

My bad on that one. I am considering a 15 inch most likely (maybe 16). Also preference is aluminum alloys, for beadlock, I have no preference
Four wheel parts also does price matching so keep that in mind. That's what I did and they honored for me no problem
I suppose it all depends on what you want to do. If it were my rig, this is what I'd do:
If I absolutely had to have new wheels right now, I'd buy the wheels I ultimately wanted when I was able to put on 35's, and then figure out the tire size I needed to make a 33" tire package. But I wouldn't buy wheels just for the sake of realizing a slightly cheaper 33" tire, or because I wanted a black wheel in place of a silver wheel. I'd just have the stock wheels powdercoated or professionally painted black if it was that much of a visual issue.
If you just want something in the interim for a better offroad experience, I'd throw a set of 33" tires on your stock Sahara wheels. I had 265/70/17 BFG's on my stock 17" Sport wheels on a Wrangler X and had no issues with rubbing (without spacers!). You'd need a different size because I think stock Sahara wheels are 18". The good news is you can keep your stock TPMS sensors. I don't know if you can with an aftermarket wheel.
Then, when I was ready to upgrade to a 35" tire, I'd sell the wheels/tires as as set to someone looking to upgrade
I think the most important factor in your decision regarding interim tires before 35's is the quality and strength of the tire of offroad purposes. Even then you said it was a daily driver as well. I'd be looking at a BFG A/T or a Duratrac...others have had good luck with Nittos too and other brands. I wouldn't go with a mud tire just for the look, but that's me. I put form over function, unless of course, you intend to do a lot of mudding.
OPTION B: Do nothing. This is always an option until you can throw on a lift kit and 35's.
A set of BFG AT's should be roughly $270/tire for that size, so for all 5 plus mount and balance will be $1350 plus another $100 for mount/balance/and shop disposal fees, plus tax. A set of good tires will cost you around $1500+ all said and done.
If you're figuring $150 for a wheel, you're looking at an additional $750 plus tax for a set of 5.

Personally I would stay away from 16's as it will limit your tire selection. Some 15's could require you to shave off some of your caliper to clear the wheel. Beadlocks will typically set you back at least 300 a wheel. If it were me in your position I would just look for some Rubicon take offs from someone in the for sale section. That would get you a 32 inch tire and 17 inch wheel. It seems like you can typically find a set of 5 lightly used Rubicon wheels and tires for around $1000.

Also was considering possibly going with 35's and the 2.5 inch lift kit but I am hearing that for 5 17 inch rims, 5 35's, the TPMS, and the install of the lift kit/and lift kit it could be upwards of 6K. I am leaning towards maxing around 3K right now

Currently, I have the leveling kit in my garage awaiting install, and I'll be rocking the 33" Duratracs on 15 or 16" black wheels. (i forget the smallest size they make em in) I'm going to do the steel wheels because they are cheaper, and spend the $200 on the Spidertrax spacers, which ultimately will reduce all savings for steel wheels vs alloys, but it will give me a wider stance on the 33's, and I like that look.
I know you're like me and you've probably been looking at hundreds, if not thousands of pics of other jeeps with various lifts and tires. Hit up that "Show your 33's" thread and spend time looking for those who have 33s on 15s, as this makes the tire look bigger. Bonus if you find someone running spacers, as that stance really gives the look of much bigger tires than 33s, and it wont force you to regear, use a procal, or kill too many MPG.

I'm in the same boat as you, 3.21 gears. The charts all say that you can run 35s on the low end, but you'll at least need a procal, if not a full re-gear. And you're going to drop MPG.
