Default Painting Rugged Ridge Rim Protectors?

First off I don't have the luxury or the funds to have them professionally done. It would also be a waste if they ever got dinged/scratched as I want to be able to sand and paint again.

The ones I ordered are the satin black cause they are cheaper and I knew I was going to paint them. My question is, should I primer them before painting or just paint them? They seem to have a shiny coating on them and don't seem to be powder coated.
