The Plasti-dip guys did a video on this, short answer: Yes
Longer answer: If you have good coverage of the plastidip then paint over it, you will still be able to pull off the plasti dip; but, the paint makes it harder, and therefor it tends to crack and break off (when being pulled for removal) rather than just peeling right off.
