Can someone point me to a stubby that looks about like this that isn't $650?

That RR is like $250 if you just want the base. No clue where you got $650 from unless you're looking for aluminum.

I went with a Warn Stubby...under $400...And you can use stock fog lights...AND you do not need to run a winch unless you want...AND it come with mounts for d-ring shackles.

Looks nice. My only issue with cutting a stock bumper is that it's still a plastic stock bumper. I wanted something that I can hit a rock/tree/other obstacle with and not worry about damage.

there is steel under that plastic and if you damage the plastic then they are a dime a dozen to replace. They bumps up front are crush cans and they are designed to slow your vehicle down in a slow speed crash so that your air bags don't go off if impact is not that great. Not sure a heavy steel bumper would do that. Lots cheaper replacing bumpers then air bags.

I know what's under the bumper. It's why I got rid of it.

Airbags are deployed by inertia, not because of the bumper.

I don't look at my bumper as a disposable item.
