Default RPM wont pass 4000

i have a 2007 jeep jk unlimited sahara, my jeep wont pass 4000 rpm when in neutral. Is that normal? what could be my trouble?

My jeep does the same thing. Don't know why you need to rev past 4k in neutral but to each his own.

First thing that came to mind was limp mode, but if you have an auto and it is in neutral then I would say its built into it to prevent people from blowing the engine while trying to look cool at red lights
