Default Rear shock looseness

Hi, I installed New Fox performance shocks on my 2015 JK unlimited. And the rear bolts on both sides are very loose. I've torqued the bolts to the correct spec but the shocks are still moving.
I bought the jeep used so I'm not sure if the previous owner bent the brackets out. Should I just hammer the bracket to make it tighter? Or just use an impact and try to tighten the bolts more?

just tighten it down more.

That left side looks splayed out in the picture. What Dirtman says but take the nut off and add a little bit of anti-seize on the thread as a lube.

I just tightened it with an impact and put anti-seize on as well. My torque wrench was useless so I just kind of visually guessed on how tight it should be.
