Radiator Fan won't turn on

Radiator Fan won't turn on
No luck. Fan won't turn on whatsoever. Replaced with Temp Sensor, Thermostat, Relay near behind the steering wheel in engine bay, Relays in the TIPM, Fuse looks to be ok in the TIPM, Mopar Radiator Cap, new Mopar Water Pump, new Mopar Radiator Fan, new Mishimito Radiator because my old was bad due to power washing the fins, and now I am at the conclusion that I had in the beginning that the fan will just not turn on due to the TIPM since I cannot turn the fan on using the JSCAN Tool and that the fan will not turn on ever even at over 225 degrees. I did have a local Jeep shop do a Diagnostic and they couldn't turn the fan on either and believed the cause was the TIPM even though it looked ok.
Anyone else have problems with their TIPM not causing the Radiator fan to turn on? Was that the fix?
