Default Front license plate on stubby bumper

I'm looking for ideas to mount my front license plate on a stubby front winch bumper such as PJ or ShrockWorks. Washington State requires the front plate.

Shrock says their stubby will have holes above the fairlead for license plates.

how bout some stainless self tapping bolts? i use those for everything

That would work fine, but the problem I see is finding the room on that little bumper to fit the plate itself (so it's legible to Johnny Law).
