The rear bumper is not a necessity with only a 33" tire.
You could swap it out for on board air (so you could air up after driving on the beach... IF you plan on DRIVING on the beach) unless you're budgeting for a Warn PP.
Not sure you even need the 2.5" lift. For 33's you could probably get away with a 1" body lift and just use a spacer up front to level it out.

Sounds like a good plan I did the safari rack first, then the lift, front bumper and winch and finally tires. I have been happy with my Black Diamond BB it has 2.5" spacers in the front and 2" in the rear to help with the rake if you are still low in the front due to the weight of the bumper and winch you can leave the stock spacer in that will raise the front another 1". As far as tires go I have been happy with with my 33" Cooper Discoverer ST's, they are one of the more aggressive AT's I've seen, they do well on the rocks and in the mud. Since I only hit the trails every other month or so and mostly use it for commuting and running around town on the weekends I went with AT verses the MT.
