Try and get all the oily substance off apply a coupl coats of primer and sand the primer a bit so the paint will take a good hold and apply 3 coats of color

I dont know you should go to a paint store to see what they reccomend for removing film on the plastic and I dont think it would hurt to scupp the plastic even with a mild 3M pad before primer

Default Flexiable Painting

I am not the expert but my brother-in-law painted my other Jeep and has painted cars for 27 years. I had asked him this very question before and I have a set of Xenons on my YJ. He told me that I would have to buy an additive for the paint I want to use so it would stay flexible and allow the flares to bend without cracking or spiderwebing the paint...within limits. Most Urethane covers on modern cars have this additive put in the paint . It can be added to most 2 part paints. You would have to ask for it at a auto paint store, I don't think you are going to find it at pep boys. I hope this helps you out.

Im no expert either, but if it were me, i would use some MEK to clean off the oily stuff. I know exactly the oily stuff your talking about. I would then rough it up with some 660 or so grit sand paper. Then i would wipe it off again with MEK. The MEK evaporates real fast and doesnt leave any residue. Then paint it. Rough it up with 600 grit and wipe it down with MEK between coats (if your painting it, not if your bedlining it). If your using that duplicolor spray bedliner, i would just let it dry for about 5 min. between coats (no sanding).

Disclaimer: Im a dummy!!!
