Im asking to get flamed here on being lazy grounds Im sure, but when I went to install my first pair of driving lights (KC Slims) I found that the mounting points on (slightly behind) the grill guard are dropped far enough below the topline of the tube that I could not get 'em mounted up there. Ended up putting them on the bumper for lack of creativity - they look great, so no worries, but....

....here is the question - are all lights kits equipped with short bolts or is my problem specific to the KCs or the bullbar? I havent found a light mount for the grill guard tube yet.

If I'm understanding you correctly you are refering to the tabs on the bull bar?

If so, those tabs are not mean't for lights. They are mean't for a high lift jack.
