I painted a set of steel wheels on my old Nissan P-up with Epoxy enamel appliance paint from Home Depot, rattle can stuff. The trick is the prep of the wheel before painting , I used a scuff pad and brake cleaner then washed w/ dish detergent/water ,let dry completely and spray away. let the paint dry about 48 hrs before mounting tires.
