Mounting Winch Plate on bottom of frame Rails??

Mounting Winch Plate on bottom of frame Rails??
I just ordered my winch tonight and am going to build a custom Front stubbie bumper for it. I am wondering if you can mount the winch plate on the bottom of the frame rails so that the winch will sit in the middle of the bumper instead of up on top of it. Is this possible??
