Sounds like you might need a new plastic bushing that goes around the mirror handle when it attaches to mirror mount or it has pushed up inside the mirror casing. First make sure the bolt on bottom of mirror is tight. You can remove bolt and check the bushing.

I had the same problem with my driver's side mirror. I found there's a small metal piece behind the mirror that was bent and was supposed to push on the mirror to stabilize it. I unclipped the mirror (careful, the clips are plastic and easy to break) and bent the metal piece so it made contact with the mirror. It's been a steady vibration free view ever since.
