Yes it's a CYA. The first bullet point sums it.
"Is the vehicle equipped with aftermarket components or other modifications (e.g. lift kits, wheels, suspension components or tires) that can affect the performance of or wear upon steering components?"
Seems targeted especially for Jeep enthusiasts as Chrysler is banking on the answer to this question being yes. The rest of this "TSB" is auto shop under car 101 in my opinion. Sadly, they're right. Fixing death wobbles is never usually done by replacing one or two specific failing components, at least not in my experience.
