I am looking at a jeep at the dealer and the previous owner bolted the light bar to the jeep windshield frame. They drilled a hole for the bolts and for the wire that runs it above the mirror. Should I forget about it and move on? 2014 4dr JK rubicon 3.73 gears $34k 57k miles

Its about $1500 to replace a windshield frame painted to match. Structure wise I would not worry about it. Being a 10th anniversary the price looks pretty good on that jeep since it is loaded up,if that is what you are looking for.

13's were the 10th anniversary. This looks like a rubicon X. Not sure if that affects pricing.

What about water collecting and rust developing around or in the holes?

How big of a hole is it? If you like everything else about the jeep, and the price was right for you, I wouldn't let that be a deal breaker myself. I'd probalby remove the light, fill in the hole with something, and cover it up....depending on the size of the hole. Sometimes a strategically places decal can work for things like that. That space is narrow at the top of the windshield, but I'd imagine there is something that could help conceal it. I wouldn't leave just an open hole myself though.

So I found a VIN decoder that works, and it's showing 4.10 gears according to what it left the factory with.

As far as that stupid mounting job on the light bar, I'd take it down, get plugs and fill the holes, finish with a little silicone, and then put some other lights on that would cover them, if it's that big of a deal.
In the meantime, I'd use it as leverage to negotiate the price down a bit.
