Default P0038 OBD code problem

I've saw a few posts on this but still at square one. I have an 08 Wrangler unlimited, check engine light popped on about a month ago, hooked my scanner up to it and P0038 High bank 1 sensor 2 heater circuit code listed 3 times, I replaced the number 2 sensors on both sides, drove it a while, light still on. Unhooked both battery cables for about an hour, light still on, tried clearing it with my scanner...light still on.......any suggestions greatly appreciated

Looks like this is a troublesome one to solve. Could be the sensor or the wiring and some even claim the ECM. Take a look at these posts.
