Default Power locks?

I just bought a 2011 sport. It came with a fob key and has wires going into the door. Crank windows not sure does it have power locks? If it does fob doesnt work them. If it doesnt why do i have a fob key?

Probably has or had an aftermarket alarm.

All JKs have wires going to the doors regardless if they have manual windows and locks or power windows and locks due to the door open indicator switch having been moved to the door itself instead of the door framing so when you take the doors off your interior light doesn't come on and stay on. If you could post a picture of the wires and key fob that would be helpful in answering your question.

If you have manual windows then there should only be two wires running to the doors which are operate the interior lights when you open the door up. If you had the power options there should be roughly 6 wires running to the doors so maybe the fab is for an aftermarket alarm/ disabler.

Maybe the dealer used a key with a fob to make a new copy because that's all they had? I haven't heard of a jeep that came with power locks but not power windows or vice versa. Or maybe it has an aftermarket alarm.
