Mine is welded on? With no receiver? Is that normal?

A picture of what you have would be nice.
The tow hook is bolted on from the factory. But, some welding on the assembly may be visible. Let's see what you have.

I guess I'm just surprised they don't come with receivers.

I guess by now you can see it's bolted on. That would come off, and the receiver would be bolted on the same way.
Then, if you still want a tow hook, you can get one that goes into the receiver.
