Removing insulation???
The '07 and '08 parts books don't show it.
I think Chrysler decided they were making the jeeps too good after they had been out for a few months and decided they should start taking things away. 2007 was also the only year you could get 4.10 gears without buying a Rubicon. If I'm not mistaken, they also had a huge price increase on their axles after they saw how many they were selling to the after-market crowd.
I had to tear my out after my first mud hole in my Jk. It was completely soaked, it saged down and was starting to tear in places. It looked terrible. It has been out for almost two years now. Downside is I can hear the intake over the exhaust, most of the time. Upside is I don't have to srape the snow off the hood. I just start it up and it'll melt away in a few minutes!

'09 2-Door X. California. Doesn't have it.
When I purchased a '01 Ford Ranger that was explained to me as a fire supressant. The plastic plugs/pins/bolt heads will melt and allow it to fall onto the engine smothering a fire. Fortunately I have no experience with whether it works or helps or not.
I might stop by my local Fire Department and ask their opinion. Now I'm curious.
