Default Tailgate Dust Leak

We have already replaced the gasket for the tailgate on our JK ('07 Reubicon) and it once again leaking dust to the point it's unacceptable. Everything in the back is covered with dust and we are covered with dust, as well as coughing and hacking, after going out on a dirt road. Anyone else having this problem? Any suggestions on fixes?

Cardboard
Duct Tape
Use them seperately, or together.
Cardboard over the hole + duct tape = fixed.

Other than that, maybe the replacement gasket is bad? I'm not sure on the price but maybe try another gasket if possible.

It's a jeep, it's acceptable I would guess you do not ever plan on going topless or doorless?
