Exclamation Upstream O2 Sensor stuck on High Frequency, help

2012 Jeep JKU, I have been dealing with a re-occurring code for my driver side upstream O2 sensor.
The code is: P113E, O2 sensor 2/1 slow response (High Frequency)

I have:
- Purchased a new NTK O2 sensor
- swapped both upstream sensors
- Checked for any cuts or open wires on the connector
- Used my multimeter to check for voltage, voltage is the same for all connectors including the one in question

I am stuck trying to diagnose. Any help would be greatly appreciated!
