I have a slight wobble and the steering stabilizer shouldn't be that low, correct ? I'm still learning about trak bars, drag links and such. I shouldn't have so much play in the trak bar either ?

You shouldn't have ANY play in the track bar.

Is he possibly referring to the tie rod instead?

Is the wobble at certain speeds, constant or over bumps

"Wobble" is at different speeds where my steering wheel will move left and right. It pulls mostly left on the highways.

Check your drag link see if there is any play in that. As for the Stabilizer I dont think that is the problem but.....

I honestly would get a steering stabilizer relocation kit. There are a few to choose from in the market. Gets the steering stabilizer out of that bad spot and above the tie rod.

Here is a picture of my relocation
