I got 24mpg in my 07 JKU Rubicon by closely following tractor trailers on the interstate at 70mph. I did the same with my 2015 JK Rubicon when I drove it home from the dealership for three hours.

He must have meant kilometers per gallon. I never get better than 17MPG in my 2010.
