I removed the factory 3rd light and installed lug lights. I'm thinking if you are savvy with a drill and silicone, you can mount these in the tail gate, have your clean look and not worry about the legalities. There are other flush mount lights as well, but this may get you moving in the direction you are looking for.

Don't know about where you are but Florida requires two of the three to be working at all times. The third acts like a safety in case one of the primaries burn out.
It also required if it came from the factory as a safety feature you're supposed to have it and use it (kinda like vehicles in the 60's didn't have seat belts and can still actually run without them but newer vehicles have them and are a required use).
I had one buddy do the lug lights and another out the third in his bumper (while not ideal it's better than nothing).
Have you thought about the LED strips like trucks use under the tailgate, it would achieve your goal and still give you a third.

If this implies you don't want a spare tire, that makes it twice as dumb. If that's the case, sell the Jeep and buy a Hummer.
A "clean look" doesn't look cool. Having no spare or third brake light looks stupid and the next obvious assumption is that the driver is stupid. Common sense however, looks cool.
Pretty sure there's a forum that's a better place for this question. Believe it's mallcrawlin.com. That's not a joke.
Btw, I was thinking about a headlight delete mod. Does anyone think there's an issue with that? I only drive at night during the week.
