Default What is this???

Anyone know what this is?

I wanted to mount my winch on the stock bumper. I was following the write up on here and made all my cuts first. I removed the bumper mounted the winch on the plate and then noticed this.... wth is this? Here is a pic of 2011 (green), I have a 12...This is in the way and I cannot mount the winch. It's a vacuum pump. They are on 2012's and up.
It's easy to relocate.
