90 cherokee wont start

Have you verified it's the starter solenoid you hear clicking?

I haven't. It seems like it's the starter relay that's clicking though.

That's where you should start, (no pun intended).

If the solenoid is what's clicking, then check for power at the big wire on the solenoid, the one that comes down from the battery.
If OK, have someone turn the key, and check for power at the other big wire on the solenoid. That will tell you if the solenoid is letting power through to the starter.

If you get 12 volts at these places, and assuming the starter and solenoid are good, since you replaced them, you may not be getting enough amperage to run the starter. That would indicate the positive and/or ground wires can't carry the load, most likely due to corrosion.
