lol my vehicle registration is with my dad. Got it when I was 17. I asked them, and they said the utility bill or means of proof has to be solely in my name I'm looking into going through my city police chief. Called in today and spoke with a Lieutenant and he said it hasn't been done in awhile, but because of my circumstances, I should talk to the sergeant and see what he says.
