Kingston area beware!
I was given a 115$ ticket for no mud guards, from a very grumpy police man. There was absolutely no chance for getting off with only a warning.
He took a good look over the rest of my JK for any other other violations, he scrutinized my tires and fenders intently.
When he handed me the ticket he added 'I'm on the look out for you offroad guys that modifity your vechiles'. So watch out guys, if you lifted your jk and added bigger rubber get thoes mud flaps so you can avoid a pretty hefty fine, and if you chopped your fenders... God help you.

Well, look at it this way; He's probably divorced and miserable OR his wife won't let him get an offroad vehicle AND doesn't give it up tp him, but gives it up to everyone else when he's at work writing bullshit tickets!

It wouldn't be a waste of the cop's time, just the OP. Up here cop's get paid to attend court as they do for any other shift.
Sorry to hear that man, some cops just have a hard on for stupid things instead of looking out for the community and for real crimes.

Here is the section for mudguards for those that are interested.
Mudguards
(3) Every motor vehicle and every trailer shall be equipped with mudguards or fenders or other device adequate to reduce effectively the wheel spray or splash of water from the roadway to the rear thereof, unless adequate protection is afforded by the body of the motor vehicle or trailer or by a trailer drawn by the motor vehicle. R.S.O. 1990, c. H.8, s. 66 (3).
This is where the tires extending beyond the fender flares comes in as well. The key item here is 'wheel spray or splash of water from the roadway'. First and foremost, if there is no water on the roadway, there is no offence. Second if the body of the vehicle still reduce the splash "effectively' then you have met the requirements. A two inch lift without wheel spacers would likley have little more splash out the back than a stock jeep. A 4 inch lift, with wider tires and spacers as well as a stubby rear bumper might produce much more splash, but then agian, if it isn't raining it isn't an offence.
Stubby bumpers, well, it will have no effect whatsoever from a front bumper, unless you are planning on driving down the highwahy backwards and full speed. On a rear it might increase the ammount of splash.
Set fine for that offence should be 85 plus surcharge and court fees for a total of 110.00. If the fine is wrong some juristictions will quash the ticket.
As I live in Kingston, I suspct I know who this cop is, but if you wouldn't mind PMing me with the details, I wouldn't mind confirming.
