JKDad has it. The CMVSS standards apply to newly manufactured vehicles. There are no laws requiring us to maintain compliance. The HTA would come into effect, but it's suitably vague that I think you're fine.
That being said, an officer can write a ticket on the side of the road for anything they want. They can write you a ticket for a sport compact being "too low", and they can write you a ticket for your paint being "too white" if they want. It's just up to you to take time off work to argue it in court. And mind you, the cop gets paid to show up and lose the case and there is never any recourse or discipline.
I had a friend with a show car get pulled over and written up with a bunch of bogus tickets "too low" "low profile tires" etc. They were going to tow his car until he called his lawyer who showed up and argued with the mon the spot. They released his car, but it cost him $600 or something for the lawyer.
