Todd did you replace 2 fuses? The panel said both #22 and #23 were Horn fuses so I swapped em both out!
no I only had to do the one...23 I think.....

Do you think it would be possible to wire the air horns and the existing horns to a relay?

What I'm thinking is to wire the existing horn to the normally closed position and the air horn to the normally open position. Then I would apply a line from a switched power source to the coil. That way if the Jeep is not running you have the normal horn for panic and alarm, but then once you start the vehicle you have the air horns.

if your going to do that
then just ask yourself why not have two horns
i have the stock horn completely stock function
and i have an auxiliary air horn wired in with relay to a separate switch on my console.
when i mean business
it's all air horn....

Wraithy has his air horn set up on a different switch, that seems to work for him.
