Quebec: $1.51 / L.
HA! We have not seen any fuel UNDER $4.00 up here for a looong time.
HOWEVER that same fuel @ $1.51L = $5.71 a gallon ($USD per U.S. gal = $CAD per litre X 3.7853285) EEEEoooowwwwwww! Granted we see just $$$ but the CDN Taxes and Teriffs that are embedded in just about every-frikkin'-thing in Canada helps offset the cost of healthcare and a huge A-Z list of stuff that we in America give away to non U.S citizens (Illegal or not). Am I in the ballpark?

Yep $1.36 a litre in the Niagara Region. I'm filling up in the states at $4.04 per gallon last time and again this coming week.
I know it's a myth that health care is free here. Only thing is we pay 13% tax on everything and I mean everything. So free? yeah sure.....not so much.
