Pennsylvania wheeling?
I've had the Rausch frequent driver pass last couple years and went many times after my passes were fulfilled (so I go a decent amount) and have rarely run into a line that hung me up more than 5-10 minutes. And then I just look at it as a good oppertunity to stretch...
Even on the busiest days though, I rarely see congested trails since there are simply so many miles of trails to spread everyone out. If you are interested in saving some money, believe Rausch has 5 trip frequent driver passes on sale now for $120 or $125, so its only $25 per trip up.
Other than RC - your options have been mentioned, and some of them aren't even in PA (pine barrens).
Reading land could be interesting but also could be tricky. Their land isn't signed, there isn't well defined trails, you basically need to be real good with the parcel locator on their county website and a GPS or else you could be doing things on land that isn't even their land. My suggestion if you are going to go there is get good with GPS and those maps or even better find some locals up that way and have them show you around. From what I gather though, its much more of just a big strip mined area where there would be some coal based hill climbs and some places water pool (mud), than a well defined, technically challening forest trail type setup that Rausch offers. I think you could cruise around all day on Reading land (maybe all week), my concern would be how often you would actually be 'challenged' by the trail and how much would you just be driving/exploring around stripped/"paved" areas looking for a challenge. I will check it out in person sometime, I am sure, but its hard to beat RC, esp. at $25 a pop.
If the new ORV comes through in Northumberland area that would be pretty sweet, but the way that sounds it will be structured similar to Rausch with a fee for day or season and rules and such, and maybe even lines until they get a decent trail structure built (which doesnt happen overnight).
