I see that there are some moderators who have animated avatars. Is it something we common folk can achieve with minimal effort?

 

Yes this is something that everyone can do. The key is to stay within the size limitations.
If I find an animated avatar that I like I usually have to edit the size to make it small enough to fit the 80 x 80 size and the file size. That takes a .gif animation editor.
