Have required number of post, 30 day member, can't post to billboard, help?

I cannot post in the billboard , I was able to with my iPhone 4s, I upgraded to the galaxy note 4 and I cannot post on the billboard, please help.

 

Understand, are you using a mobile app or Android 4.4xx? What browser? Thanks.

Android and I'm using the jk app.

 

I'm attempting to post from iPhone 6 and when I go billboards, I click for sale, I click wheels and tires and when I click the arrow and start new thread, the screen dims down and says click thread prefix down in the bottom and I can't do anything else from there. Everything freezes. I've had to close the app and start over and I deleted it and reinstalled it, didn't help

I checked the app and it says forum runner it does not say ib autogroup, this is the only jk-forum.com app in the play store.
