Default Help Picking Shotshell

Duck season is here and I've always struggled with understanding this.

Why does more powder = less velocity?

Winchester® Xpert Hi-Velocity™ Steel Shotshells - #2 -

1-1/4 oz. - 1400 fps

1-1/8 oz. - 1550 fps

Or is that the weight of the shot? If so, shouldn't more weight = more energy

Please Clarify

I'm not a shot shell pro but those are wieghts of the shot/bb's . 1-1/8 is less shot behind the same amount of powder as 1-1/4 so , less shot/lighter load= faster velocity/fps . Hope that makes some sense?
