77 cj-5 smog pump?

77 cj-5 smog pump?
I have a 77 CJ-5 and on the driver's side (engine area) there's some type of smog/EPA pump that's hooked up to the crab? What I'm looking for is info on it and can i live without it? cause it's right where the power steering pump needs to go.
