I was just doing the same thing. I bought a 2006 TJ and wanted new tires. Looking for the largest tires without a lift. Most people said you could go with a 31, with possible rubbing on stock rims. I decided to go with 30s and am very please, so my opinion would be anything from a 30 and smaller. 31 if you want to try it.
Hope that helps!!

If I get what you're asking..looking for wheels and tires? then I would say you could keep an eye out for older Grand Cherokee wheels/tires, XJs, other TJs or course....even Ford Rangers (some had 16s with the proper 5 on 4 1/2 pattern), Ford Explorers around '06 or older (16s or 17s with the proper bolt pattern). All of these will have tires in the 30 in range and should be a good fit. Hope this helps.

On my 97 TJ
I stared out with Jeep Gamblers, (factory alloys), with 31X10.5s, never did much wheeling, but without washers on the front turn-stops, it did rub.
I changed them out to some Jeep Canyons, (factor alloys avail on 98/99 TJ), now running 32X11.5s, (largest tires you can run without spacers on factory BS wheels).
I had a TeraFlex 2in BB for a couple years, got a set or BDS 3in springs on the cheap, longer shocks and I have been running that setup for over 12 years.
