You probably should post this in the TJ section of the forum. This forum is only for the JKs. Not that we don't like our fellow Jeeper just that we might not have the experience. 
It does take more of a lift on the TJ then the JK to get 35"s (I had a 97 TJ), but I cannot remember specifics.

It can get pricey and you can't just do one part now and the next later. It all has to be done at or close to the same time, depending on how long you want the TJ dry docked.
Suspension: 5.5"-6" I'm not a big fan of body lifts (just a personal thing), but you can get by with less suspension lift if you go that route. It seems logical enough, and I haven't heard officially, but I'm thinking that you could get by with a 4" long arm and coil spring spacers. Of course, if the lift includes shocks, you may not be able to use those.
Axles. Bigger tires, more rubber, more traction, more strain on the axles. You'll have to upgrade to at least the Super 30/35's if not swap out for 44's. It may also be a good time to go to beefier brakes or a disc conversion since you've got more weight rolling.
Gears....yeah, those, too.

if not at all; you might get by on a 2" suspension, 1" body... or 2" body...
a 2" suspension + 1" body gets you gitting 33s dirt cheap...

if you going over 3.5" of suspension, I would go long arm... its not cheap, but its worth it... the flex is just nuts..

i'f you're not going to wheel it i would say the following:
4 Inch lift and 2 inch body lift, raised motor mounts and call it a day. Again, thats if you're not going to wheel it, and are willing to deal with a rediculous loss of power from not regearing it.
If you're going to wheel it, 4 inch lift, 2 inch body lift, raised motor mounts, new axle shafts and 4.56 gears.
Oh yeah, either way, get a new front trac bar, the stock one will be giving you death wobble in no time after 4" of lift, whether or not you put a relocation bracket.

4.5 inch lift and at a minimum and a correct setup with your bumpstops.
Don't cheap it. Install a SYE and a CV drive shaft. You do not want to go through U-joints like mad and feel your Jeep shaking apart because you didn't want to drop the Transfer case.
