Are these easily mounted to the stock bumpers (including the stock front w/o the fogs and hooks)?

Yes, you just have to cut 2 holes in the top of the plastic to fit the top of the hooks through. The plastic is easy to cut. If you have a dremel tool or a body saw, those would work great. You could probably due it with an exacto or box cutter if you are careful.
