Feeler for Mopar Rear Bumper With Tire Carrier.

I have a Mopar rear bumper with tire carrier. I purchased a lot of scratch-n-dent Mopar items and this was included. It has some scratches and chips in the powder coat from normal use and is missing the part that holds the tire to the carrier itself.
I originally intended to remove the tire carrier and just use the bumper but that seemed like sacrilege to all the hard core wheelers out there. I thought I’d try to see if it’s worth selling here so I could just buy the plain bumper. Does $400 seem like a reasonable price considering it is missing a part?
Still cheaper than just the bumper and I'm sure the missing part could easily be replaced or fabed by someone with basic metal working skills. I'm in north FL and would prefer not to ship since it's a big heavy bastard.
