The bumper includes the large plastic cover, the metal support, the tow hooks, and the install hardware. It doesn't include the fog lights.

The best way to find fog lights is either on the forum or through a dealer like moparpartsamerica.com where they're about $120. You could probably find some aftermarket fog lights that fit pretty inexpensively as well.
