I think mainly because of the interference it "can" cause to other local communications. Many of the amplifiers that people can get for CB use are what they call "dirty". Meaning, because they are made cheaply, with cheap components, they take a signal/audio and cause it to splatter extremely wide on the band. Because they are "dirty" they can cause RFI (radio frequency interference) and that can get into all kinds of suff like the neighbor's TV, microwaves, computers, etc...just about any electrical device that isn't protected enough. Heck I used to know guys that could open and close the local 7-11 automatic doors just by keying up the mic.
No, the government can't stop them from selling these amps, but they can make it the radio operator's responsibility not to use them. Same holds true in the HAM world. But, depending on what license class you have, we are legally able to run up to 1500 watts. But, the amps we use are usually extremely expensive and put out a very "clean" signal. Believe me, if they didn't, the other HAMs would let you know real quick.

go with the 6" spring instead of the quick disconnect .. i forgot to bend mine down when entering a under ground parking area and it ripped the diconnect apart - so i switch to the spring now it just kicks the crap out of the roof in the underground when i forget
