Ok.......regardless if you put a tuner in line or not, if you don't get the 40 and 80m sticks "somewhat" resonant, you will still have very, VERY little power out on those bands. See all a tuner is doing it tricking the radio by showing a match. it doesn't change the properties of the antenna.

If it were me, and I had that bad of swr on those bands. First I would start by putting 3 or 4 more BRAIDED ground straps throughout the jk. At least 2 large ones from the tub to the frame....maybe one in front and one in back. Then maybe a smaller strap from the the doors to the tub. You can't have too many ground straps when trying to create a sufficient ground plane in a vehicle. ALL the metal on a vehicle needs to work as one.

Then if that didn't work I would remove the 40 and 80m sticks from the vehicle and MOUNT them to a pole driven in the ground with a few radials strung out. At least this way you should be able to see if, or if not, they even tune at all. If they tune up when they are attached to a pole in the ground, then you know there is nothing wrong with the antennas themselves, and you will need to do some extra work on the jeep. If they don't tune, and they should, you may want to think about taking the antennas back for new ones..... capishe...??? I have never actually owned any HAM Sticks as other than 10m I have never run HF in a vehicle. I've only "heard" first hand as to how well they play. Is there no tuning adjustments on them at all? I know they work on 40 as I've talked to a friend in Santa Barbara CA. from here in AK. He was sitting in his van in his driveway and he had a fantastic signal even with only 100w.
