more then 1 cb antenna?
It could be a couple things. If it is truly dual CB antennas, it's what is called a collinear array, which is a great way to add some gain with verticals. That said, in order to properly use a collinear array, the antennas have to be at least a 1/4 wavelength from each other. On vehicles, a collinear array is almost always just for show. Very rarely can you beat the performance of a classic 1/4 wave (102") whip for mobile CB.
Ok, more likely is that one or both are not CB antennas at all. It is possible he/she is a amateur radio (ham) operator and it may be an antenna for a 2 meter radio, or possibly a 6, 10, 15, or 20 meter radio antenna.
