Really Noob Radio Question

First off, in the U.S. it IS legal for anyone to purchase and own any radio they
choose, with the exceptions of radio scanners in some cities and radar detectors in some cities or states. The legal concerns arise if they choose to actually use the radio if,
The radio is not type certified for the frequency, band or service of intended use,
or
The operator is not licensed, certified or otherwise authorized to use a radio on
the intended frequency or service.

By the way if you modify a 10 meter rig to do 11 meter you may get caught by one of many groups certified by the FCC to Fox Hunt. Amateur Radio police's itself and it is taken very seriously. Why you ask, I've spent a lot of time and money buying radios, antennas, power supplies, etc... to get on the air legaly and to follow the rules of Part 97.
Breaking the law is breaking the law.
Did you know you have talked about doing just that ON THE INTERNET! You have just admited that you would conspire to commit a fellony. People have been fined thousands and tens of thousands of dollars for doing this kind of thing.
I don't know why people think it's their right to break a law they dissagree with or just break it a little bit.
